Absolute time accuracy mostly concerns the ground position error.
(The effect to radiant or velocity is comparatively small)
Earth's rotation speed is almost 380m/s at latitude 35deg, and
280m/s at latitude 53deg.
I am thinking, considering other error factors, 1sec of absolute time
error (200 to 400 meter error of ground position) is too big but
100msec error (20 to 40m error of ground position) will be enough.
Guide line of our network in Japan is 0.3sec. It is the pragmatical
limit of public network.
